ALEXANDRIA, Va. — Action Mailing brought a federal complaint against William J. McCarthy, William J. McCarthy and Associates Inc., State Department Watch, and Americans Care, claiming it is owed $277,440 after sending more than 1.1 million direct mailers for the right-wing political groups and their affiliates.
