FAMILY LAW, ATTORNEY FEES - The Arkansas Department of Health was ordered to represent a minor in state custody and to pay attorney fees after the boy had sexual relations with his younger sister. The Arkansas Court of Appeal found that the state should pay attorney fees because the child is a ward of the state and because the state does not have sovereign immunity. Affirmed. See ruling.
