A class action in Philadelphia Federal Court claims the Phelan Hallinan & Schmeig law firm inflated the fees it paid sheriffs to stay foreclosure sales in 67 counties in Pennsylvania and 21 counties in New Jersey, and misappropriated money the sheriffs refunded.
