The executive director of Abundant Blessings is accused of misappropriating millions of dollars to spend on his upscale home, his children's private schools and vacations.

A federal judge awarded the attorneys' fees to nonprofits that claimed the city wasn't providing enough data on its efforts to reduce homelessness as agreed to under a settlement.

The panel agreed with a trial judge's finding that Veterans Affairs had strayed from its mission to care for people who served in the military.
