JEFFERSON CITY, Mo. — The Missouri Coalition for the Environment Foundation brought a federal complaint against EPA Administrator Andrew Wheeler, claiming he arbitrarily and capriciously approved Missouri’s water-quality standards for agricultural runoff into lakes.
