SANTA ANA, Calif. - Garden Grove police Officer Bryan Meers shot Andrew Garcia in the back on June 29, 2015 though he had not committed a crime, but merely had a "toy pellet gun," which he dumped before being shot, Garcia claims in Federal Court.
