MANHATTAN — New York state sued Laurence G. Allen, of Connecticut, CEO and director of ACP Investment Group LLC, NYPPEX Holdings LLC, and other companies, claiming he defrauded investors and “looted ACP of more than $13 million,” in Manhattan Supreme Court.
